Context
European context, marked by the globalization and an aging population, by a territory expanded to 27 member states and thus more diverse, urges the European Union (EU) to redefine its development and growth model. The current economical, social and political crisis, make such a turn, even more urgent. In a wider way, it is profoundly necessary to redefine on what we want to build a common project of society and to formulate public policies able to bring these new visions and anticipate changes at work.
With the Lisbon (2000-2010) and EU2020 (2010-2020) strategies, EU chose to make knowledge and innovation the engine of its competitiveness and its economic development. Labor and knowledge are at the heart of these issues. Then, how to accompany the emergence of new industries based on the persons new skills ? How to carry development, circulation, sharing, and hence the enrichment of renewed knowledge, and thereby developing a more intelligent and inclusive society?
As regards to these issues, culture and artistic process can represent a key role as a sector to develop, but also as a sector that creates rich interaction and solidarity as well as a strong educational dimension. They have a “capital” in this sense still inadequately taken into account.
Public authorities are at the heart of these challenges related to the choice of growth and society model. They must be in capacity to propose public policies able to support and feed such transformations. How to create the conditions for the development of a European society as a knowledge society, and beyond, to think a project focusing on the person rather than on economical processes ? European interregional cooperation within this framework seems a necessity.
In this context, Tool Quiz project is dedicated to the improvement of economic development regional policies in European Union, seeking new ways of development based on human resources and culture.
