Flemish Community of Belgium
Belgium is a federal state of 10.372.469 inhabitants with three communities and three regions. The three communities are the Flemish, the French and the German speaking community. The three regions are the Flemish region, the Walloon region and the Brussels capital region.
The communities are competent for the person-bound domains, such as health, education, welfare, culture.For culture this competence is exclusive, which means that the Flemish community (and also the two others) decides totally autonomously on cultural matters.
The Flemish Community and the Flemish region have a government, a parliament and thirteen ministries. They serve a population of about 6.000.000 people.One of the thirteen ministries is the Ministry of Culture, Youth, Sports and Media.This Ministry is subdivided in a department and agencies. One of the tasks of the department apart from the preparation of the minister’s policy is also the coordination of transversal projects on different subjects such as personnel, accountancy, digitisation, international cooperation. The agencies on their turn are responsible for the implementation of the minister’s policy and for providing the content in f.i. the international cooperation.The Agency for Arts and Heritage implements the minister’s policy on arts and cultural heritage (movable and intangible).
Vlaamse gemeenschap van België België is een federaal land met 10.372.469 inwoners en verdeeld in drie gemeenschappen en drie gewesten. De drie gemeenschappen zijn de Vlaamse, de Franse en de Duitstalige gemeenschap. De drie gewesten zijn het Vlaams gewest, het Waals gewest en het Brussels Hoofdstedelijk gewest.D
e gemeenschappen zijn bevoegd voor de persoonsgebonden materies, zoals gezondheid, onderwijs, welzijn, cultuur. Cultuur is een exclusieve bevoegdheid, dat wil zeggen dat de Vlaamse gemeenschap (en ook de twee andere) volledig autonoom beslissen in culturele materies.De Vlaamse gemeenschap en het Vlaams gewest hebben een regering, een parlement en dertien ministeries. Zij werken voor 6.000.000 Vlamingen.
Een van de dertien ministeries is het Ministerie van Cultuur, Jeugd, Sport en Media. Dit ministerie is verdeeld in een departement en agentschappen. Eén van de taken van het departement, naast de voorbereiding van het beleid van de minister, is ook de coördinatie van transversale projecten in verband met personeel, boekhouding, digitalisering, internationale samenwerking.
De agentschappen op hun beurt zijn verantwoordelijk voor de implementatie van het beleid van de minister en voor de inhoudelijke invulling van bijvoorbeeld internationale projecten.Het Agentschap Kunsten en Erfgoed implementeert het beleid van de minister voor kunsten en voor cultureel erfgoed (roerend en immaterieel).
