SKILLS FOR AN INCLUSIVE CREATIVE ECONOMY

History

Nord-Pas de Calais Region (FR), the Flemish and French Communities of Belgium (BE), Silesia (PO), Rogaland (NO), Wales (UK) and Castilla La Mancha (ES) have been engaged since 2003 in a strong territorial cooperation.

These regions wish to develop their territories within a european concerted approach able to respond to key policies issues. They signed in 2003 and 2004, convergent bilateral territorial cooperation agreements, then in 2008, a  Multilateral territorial cooperation Charter. These agreements have resulted in concrete actions and then by an initial program of inter-regional cooperation, whose findings were presented to the Committee of the Regions in December 2006. 

Tool Quiz project was born in this context. These regions wanted, first, to focus on an innovative dimension, considering  human capital in a knowledge economy. They considered, on the other hand, at this stage of their cooperation development, that it was becoming impossible to go further in the identification and transfer of good practices without an appropriate framework of solidarity. They have therefore chosen to construct this project based on technical and scientific experts to ensure a qualitative treatment of innovative questions.
